Grade word count guide
How many words should your behaviour statement be? It depends on the grade. This guide shows typical word counts for each Civil Service grade, plus what to do when the job advert is unclear.
Always check the job advert for the specific word count. These are typical values, but individual roles may vary. Some adverts specify a word limit; others specify a character limit. On Civil Service Jobs, the limit is sometimes shown in words and sometimes in characters.
Typical word counts by grade

Word count vs character count
Some Civil Service application forms use character counts instead of word counts. This matters because:
- A 250-word statement is roughly 1,500–1,800 characters including spaces.
- A 250-character limit is only about 40 words, far too short for a behaviour statement.
If the advert says "250" without specifying words or characters, assume it means words. But if you are unsure, check the application form itself, the limit is usually shown clearly when you start typing.
Writing 250 words for a role that asks for 500, or vice versa. Always check the advert. If you write 500 words for a 250-word limit, your statement will be cut off or rejected. If you write 250 words for a 500-word limit, you are not giving yourself enough space to show depth.
How to structure different lengths
The STAR proportions stay roughly the same regardless of total length:

What if the advert does not specify?
If the job advert does not mention a word count, check these places:
- The "How to apply" section of the advert
- The application form itself, the text box often shows a limit
- The department's recruitment guidance page
- Contact the recruitment team directly
If you still cannot find the limit, assume 250 words for AA–HEO and 500 words for SEO and above. It is better to write a tight 250 than a rambling 500 that might be rejected.
